0.3a

Snapshot 0.3a is the initial publicly available snapshot for OPP 0.3. Stability of the packages is defined by their test drivers. Test drivers for Template, Database and IO packages are adequate. Test drivers for Thread, Base and Net packages aren't bad. The remaining test drivers need more work. The Number classes fail the test driver. Numbers need more work, but they're a low priority right now. Goals for the next snapshot: Add a heap collection. Update Template test driver to test persistent LRU, sequence and cache collections. Bug fixes and feature-lets to support Pathways development. Fix any reported problems.
